I don't think so. The first line of the last chapter of Scorpia implies that the shooter was working for Scorpia. It also seems clear that the shooter was shooting to kill, which he wouldn't have if the shooting had been organised by MI6

Are you referring to the possibllity that Blunt arranged for Alex to have the room next to Paul? If so I thnk that that was more him taking advantage of Alex having to be in hospital than him arranging it.
I do think that organizing a shooting is sometihing Blunt might do it seems that Alex only survived due to him stepping of the pavement, which Blunt wouldn't have predicted. To look realistic it would have to appear close, but I don't think he would risk Alex getting killed, especially when the CIA already had Tamara Knight on Drevin.
