meh i'll just answer it myself.  it's because Germany had to give us pieces of land as compensation after each world war, especially the first since they attacked us even though we were neutral.  Everything in that stretch of land was already german, so rather than forcing them to do things in french (official language at the time...) they just added german.  and since they added german, eventually they had to add dutch as well since half the population spoke dutch
