Thats a great question. I think the ASIS knew all along that Alex's godfather was working with Scorpia and the ASIS wanted Alex to find out by himself, because the ASIS never helped Alex and never really cared.

i think that the battries in the shoes where taken out or they were dead and alex got the watch that he had for contacting MI6 so he took the battries out from there and put it in his shoe
